As mentioned, version control system, documentation, and issue tracker are all available through BitBucket that I am using to host the project. The URL is https://bitbucket.org/ivansopin/tip. I have sent you both invitations to the project, so you can take a look at and familiarize yourselves with the environment.
One limitation of the BitBucket hosting is that the free private projects limit the number of participants to five. Beyond that, the project either has to be public or paid. Their pricing is not terribly expensive, but it is best avoided.
That said, I have no objections to hosting our stuff elsewhere, be it Jeff's personal server or mine, as long as that hosting is secure and provides high availability and proper data backup/recovery mechanisms.

For hub I prefer to host/prototype on my server, http://ITofTheFuture.com, as this is much easier. I plan to use some existing functionality there.
Later we probably will move it to AWS; my experience shows that with DB in use AWS quickly becomes expensive. So, I will start hub locally at my server, you will have access to the hub.
